Tiivistelmä
The objective of this thesis was to analyse Ghana’s Public Procurement Act, 2003 (Act 663) and its contribution to ensuring value for money (VFM) in public spending. The thesis sampled three public Technical Universities in three separate regions of the country.

The thesis utilized qualitative research methods. Primary data was collected from the Interviews with relevant procurement stakeholders from Accra Technical University, the Cape Coast Technical University and the Koforidua Technical University. Secondary data was collected from various published sources.

The result of the thesis showed that, since its implementation in 2003, Ghana’s Public Procurement Act, 2003 (Act 663) has significantly contributed to the elimination of waste in public spending and ensured value for money (VFM), particularly in the three case institutions studies. All of the respondents interviewed were positive about the implications that Ghana’s Public Procurement Act, 2003 (Act 663) has brought into the public procurement practices thus far. On the other hand, responses from the interviewees and data from other sources indicate that, for the Procurement Act in Ghana to fully play its role in eliminating waste and creating full value for money (VFM), there is a need for reviews and constant updates to the act to correspond to the changes in business environment, including embracing and integration of information technology clauses.

The results of the thesis point to the need to accelerate efforts for integrating e-procurement clauses into the public procurement regulation and processes to help tackle waste and corruption. If addressed, it supports a public procurement process in order to ensure value for money (VFM) in all public procurement processes. It would also be important to benchmark some developed countries ́ Public Procurement processes and procedures to help in making the Ghana ́s Public Procurement sector more effective.
