In 2010, a collision between a maintenance van and a Boeing 747 at Luxembourg Airport highlighted a gap in situational awareness of stakeholders operating at the aerodrome, prompting the recommendation to adopt the Triple One Principle. This principle aims to enhance traffic awareness by using a single frequency for a single runway in a single language.
This study evaluates the impact of implementing the Triple One Principle at ELLX to improve situational awareness among stakeholders, including air traffic controllers (ATCOs), ground vehicles, and flight crews. A deductive research approach following the Research Onion model was employed, using observation to analyse data from four scenarios (CONOPS).
The results demonstrate that two scenarios incorporating the Triple One Principle significantly improved stakeholder situational awareness without compromising ATCO performance. However, one scenario, despite adhering to the principle, proved unsuitable due to excessive workload and reduced team performance. The findings support the implementation of two scenarios as effective strategies to enhance traffic awareness and operational safety.
Future research should aim to test these findings under normal operational conditions, including variables such as weather changes, NOTAMS or emergencies, to ensure the Triple One Principle’s feasibility in real-world contexts.
