The liquefied natural gas (LNG) industry is widely recognised for its high carbon emissions, which increased by 2.5% in 2024, intensifying the need for decarbonisation technologies such as Carbon Capture and Storage (CCS). Despite this urgency, CCS implementation in LNG projects continues to face persistent failures and underperformance. This study explored the implementation challenges associated with LNG-based CCS projects and identified managerial responses and best practices.
Using a systematic literature review approach, secondary data were systematically and purposively retrieved from research databases and synthesised through content analysis to generate thematic insights.
The study found that LNG-based CCS projects encounter multifaceted technical, economic, financial, social, and managerial challenges that undermine performance and legitimacy. Technical failures include injection well integrity breaches, material degradation, and CO₂ transport instabilities, while financial viability is threatened by chronic cost overruns. Social acceptance remains constrained by public scepticism and NGO critiques. Project managers respond with adaptive foresight, decentralised decision-making, stakeholder engagement, and reflexive monitoring. The study concludes that integrated adaptive leadership, multi-level governance, contextual intelligence, and strategic risk design are essential for effective LNG-based CCS project management, enabling operational resilience and enhancing implementation feasibility.
