Kokemuksia seudullisesta palvelusetelistä palvelutuottajayrittäjien näkökulmasta

Abstract

Opinnäytetyön tarkoituksena oli selvittää, miten hoivayrittäjät kokevat sosiaali- ja terveydenhuollon palvelusetelin vaikuttavan hoivayritysten hoitotyöhön. Tutkimuksessa selvitettiin miten yritykset kokevat palvelusetelin vaikuttaneen hoitotyön lisäksi hoitohenkilökunnan ja asiakkaiden määrään sekä miten hyödylliseksi yritys kokee palvelusetelin käytön. Tutkimuksen tutkimuskohteena oli Vaasan seudulla toimivat hoivayritykset, jotka toimivat palvelusetelituottajana seudullisessa palvelusetelijärjestelmässä. Tutkimukseen osallistui yhteensä kahdeksan yrittäjää, jotka täyttivät sähköisen kyselylomakkeen. Tutkimuksessa hyödynnettiin kvantitatiivista tutkimusmenetelmää. Tutkimuksen teoriaosuudessa käsitellään hoivayrittäjyyttä hoitotyön näkökulmasta sekä palveluseteleitä. Tutkimustuloksissa korostui, että yrittäjät pitivät palveluseteliä keinona saada lisää asiakkaita yrityksen piiriin, lisäksi palveluseteli helpotti yrityksen markkinointia. Sosiaali- ja terveydenhuollon palveluseteli on keino, jonka avulla yritykset osallis-tuvat kunnalliseen palvelutuotantoon. Yrittäjät kokivat palvelusetelin kannattavana tapana tuottaa palvelua ja aikoivat jatkaa palvelusetelituottajana. Tutkimuksessa selvisi, että palveluseteli on lisännyt asiakasmäärän lisäksi työtä myös hallinnolli-sesti, mutta yrittäjät ovat epävarmoja lisäämään henkilöstön määrää, sillä he pitävät palveluseteliä epävarmana tulonlähteenä ja kokevat olevansa riippuvaisia kunnan tekemistä päätöksistä. Lisätutkimuksia voitaisiin tehdä esimerkiksi siitä, miten palvelusetelistä saataisiin yrittäjien kannalta luotettavampi tulonlähde.

The purpose of this study was to discuss healthcare providers’ experiences of the service voucher used in social and healthcare services and its effect on the work they do in healthcare. The aim of this study was to find out how the companies view the voucher and its influence on nursing and on the number of the clients and of the nursing professionals. A further goal was to find out how useful the voucher is for the companies.

The care enterprises chosen for this study were companies that function as healthcare providers in Vaasa area. Eight entrepreneurs participated in the research and answered an electronic questionnaire. Quantitative research methods were used in the study.

The theory section of this research discusses the care enterprise from the point of view of the healthcare providers, and the voucher. The study shows that the en-trepreneurs view the voucher as a way to acquire clients. It also makes marketing easier. The service voucher is a way for the entrepreneurs to take part in municipal healthcare production. The entrepreneurs found the voucher to be a good way to produce services and they were willing to continue as voucher producers. The study also shows that the voucher increased not only the number of clients but also the amount of administrational work. However, the entrepreneurs were unsure of increasing the number of staff because they viewed the voucher as an insecure source of income. The entrepreneurs also thought they were dependent on the de-cisions made by the municipality. Further research could be conducted on how the voucher could provide a more secure source of income for the entrepreneurs.
