Manuaalitilastojen tekemisen rationalisointiprojekti

Abstract

Tämä raportti käsittelee manuaalisten tilastojen tekemisen rationalisointia. Projekti toteutettiin siksi, koska Tietohuolto- ja tilastoyksikössä joudutaan tekemään niin kutsuttua tilastojen manuaalikeruuta siitä huolimatta, että yksiköllä on käytössään useita eri tietojärjestelmiä. Nykyinen tapa tehdä manuaalikeruu ja niistä tilastot on hyvin vaivalloinen ja aikaa vievä, ja virheidenkin mahdollisuus on suuri. Myös tilastojen lähettäjät ovat jo pidemmän aikaa toivoneet jotakin parempaa tapaa tehdä manuaalitilastot.

Helsingin kaupunki on muutama vuosi sitten päivittänyt MicrosoftOffice-paketin sekä hankkinut käyttöön sähköisen työpöydän, joka on nimeltään Helmi. Näiden uusien ohjelmien ja sähköisen työpöydän myötä on tarjoutunut uusia tapoja tehdä työtä.

Rationaalisimmaksi tavaksi havaittiin web-sivut ja ostopalvelujen osalta työtilat manuaalisten tilastojen keräämiseksi ja yhteenvetojen tekemiseksi.

Keskeisenä tuloksena oli Tilastojen keruu -niminen web-sivuston rakentaminen intranettiin sekä ohjeet, kuinka tilasto voidaan kerätä web-sivuston avulla. Sivustolla ryhdyttiin keräämään kolmea tilastoa kesäkuusta 2011 lähtien. Tilastojen pohjat toteutettiin kahdella eri tavalla, joista parhaimmaksi tavaksi osoittautui SAS-jonoseurannassa käytetty pohja.

Webissä tehdyn käyttäjätyytyväisyyskyselyn perusteella uusi työtapa osoittautui helpommaksi, virheettömämmäksi ja nopeammaksi entiseen verrattuna.

Projekti toteutettiin vuoden 2011 huhtikuun ja lokakuun välisenä aikana.

The objective of the thesis was to rationalize the manual statistics process. This project was implemented because the City of Helsinki / Social Services Department / Information and Statistics Management Services have to run manual collecting of statistics although there are several data systems. The current process is laborious, timeconsuming and the share of potential errors is big. Likewise statistics providers have for a long time waited for a somewhat better process.

A few years ago the City of Helsinki updated MSOffice and purchased an Enterprice portal called Helmi. This new software and electronic desk top offer an opportunity for new ways of working.

During the project it was found that the most rational ways to work were the web site and Workspaces as far as outsourced services were concerned. The project developed a web site called Tilastojen keruu ("Collection of statistics") and instructions how to collect statistics using this web site. Starting in June 2011 three statistics were collected on the web site. There were two different layouts for the statistics of which SAS-statistics proved to be the best one.

User satisfaction inquiry indicates that the new process is easier, faultless and faster than the former process.

The project was implemented during the period April-October 2011.
