This development-oriented thesis aims to deepen the understanding of the built environment information system (RYTJ) and find business opportunities in the project. The commissioning company is a multinational company specializing in communication technology consulting and system integrations. The purpose of the thesis is to write a report on the attitudes and prior expectations of Finnish municipalities' IT managers and building inspectors towards RYTJ before its actual implementation. The work also examines the preliminary preparations made by the municipalities regarding the production of interoperable digital plan data (Kaatio).
The work develops the commissioning company's future IT service and solution portfolio for the era of RYTJ implementations. The theoretical framework of this thesis consists of four elements: systemic change of municipalities concerning digitalization, digitalization in municipalities, the law on the provision of digital services, the reform of the land use and construction law, the Kaatio project, and RYTJ. The work utilizes qualitative research methods, conducting semi-structured interviews, analyzing them with content analysis tools, and finally analyzing the studied materials in two separate workshops.
The most important result can be considered the sketch of the information system architecture that arose from the workshops related to the new municipal register system during the RYTJ, which describes the key actors and roles, the services of the operation, and the processes by which the services are will be produced. Another noteworthy and tangible output of the thesis is the business opportunities for IT service companies arising from RYTJ. Based on the research, it can be said that the municipal field is prepared for the introduction of RYTJ and the changes in operating methods it requires at an acceptable level. However, many municipalities will face time and resource pressures as implementation approaches.
Based on the conducted interviews, knowledge of the business opportunities offered by RYTJ grew within the company, and the team will have readiness to devise feasible applications, integration services, and interface solutions.
The sketch of the information system architecture could be further refined with the help of the company's experts. The emerging business opportunities must also be examined critically regarding the required development work and profitability.
