Turvapaikanhakijan terveydenhuolto: opas turvapaikanhakijan terveydenhoidontarpeen arvioinnista Oulun vastaanottokeskuksessa

Abstract

Laki kansainvälistä suojelua hakevan vastaanotosta uudistettiin vuonna 2011. Lain 26 § säätää, että turvapaikanhakijalle tarjotaan ainoastaan välttämätön terveydenhuolto. Tämä aiheutti sen, että jouduimme miettimään konkreettisesti miten laki toteutuu Oulun vastaanottokeskuksessa. Toisaalta myös Oulun vastaanottokeskuksen johtaja Sirpa Kansanaho toivoi, että saataisiin yhteneväinen opas Oulun vastaanottokeskuksen sairaan- ja terveydenhoitajille ja opas liitettäisiin Oulun vastaanottokeskuksen laatukäsikirjaan. Tämän kehittämisprojektin teoria osuus muodostuu; turvapaikanhakijan vastaanotosta Suomessa ja millaisia terveydenhuoltopalveluja hänelle voidaan tarjota. Turvapaikanhakijan terveydentilaa on tarkasteltu kirjallisuuskatsauksen avulla. Tämän kehittämisprojektin tavoitteena oli laatia Oulun vastaanottokeskuksen terveydenhuollon käyttöön opas turvapaikanhakijan hoidon tarpeellisuuden arviointia varten. Projektin tuloksena saatiin aikaiseksi kaksi erillistä opasta. Toinen opas sisältää lait ja asetukset, jotka ohjaavat turvapaikanhakijan terveydenhuoltoa. Toinen opas sisältää eri sairaudet ja niiden kiireellisyysjärjestyksen. Nämä oppaat ovat hyvä apu Oulun vastaanottokeskuksen sairaan- ja terveydenhoitajien työskennellessä turvapaikanhakijoiden terveyteen liittyvien asioiden parissa. Oppaita voitaisiin hyödyntää valtakunnallisesti Maahanmuuttoviraston hyväksynnän jälkeen. Mikäli Maahanmuuttovirasto hyväksyy valtakunnallisesti oppaat, voitaisiin oppaiden käyttämisen jälkeen tehdä laadullinen tutkimus, kuinka oppaat ovat auttaneet hoidon tarpeen arvioinnissa.

The health care services for asylum seekers in Finland are regulated in the Reception act 746/2011. The act was renewed in 2011. The section 26 of the act regulates that the asylum seekers are entitled to receive only the acute and necessary health care. The reform of the act meant in the Oulu Reception centre that we had to define on concrete bases what the act meant in the health care services and what kind of services we are supposed to be offering. The director of the Reception centre Sirpa Kansanaho made a request that we would get a proper guide for the use of the health care staff and the guide would be connected as a part of the quality manual of the Reception centre. The theory of this development project consists of the reception of an asylum seeker in Finland and the health care service that are being offered. State of health of an asylum seeker has been viewed through the review of the literature. The goal of the development project was to make a guide manual for the use of the health care of the reception centre. The guide manual was supposed to include guidelines of estimating the necessity of care. As the results of the project, there were actually two separate manual guides created. The other included the acts and regulations, and another illnesses and their order of the urgency. These guide manuals will help the nurses of the reception centre in their work concerning the health care of asylum seekers. The manuals could be used also in other reception centres in Finland after the approval of the Migration office. In the future after the Migration office has been approving the manuals there could be done a qualitative study of how these manuals have been helping the health care staff in estimating the need of care.
