Korjausrakentamisen ohjelma-allianssimallin kehittäminen

Abstract

Työssä kehitettiin Liikelaitos Oulun Tilakeskukselle koulurakennusten peruskorjauskonseptia. Työn tavoitteena oli suurten koulukokonaisuuksien monivuotisten perusparannushankkeiden rakennuttamisen sekä hankinta- ja toteutusmuotojen kehittäminen.

Työssä tutkittiin rakennuttamisalan yhteistoimintamalleja ja kehitysprojekteihin sovellettiin julkisen hankintalain ja sopimusten lainalaisuuksia, kestävän kehityksen periaatteita sekä projektiallianssin tyyppipiirteitä. Samanaikaisesti osallistuttiin Tekesin Korjausrakentamisen kehittämisen -ryhmähankkeen ja RAKLIn Integroitujen Projekti Toimitusten kehittäminen johtavien tilaajien ryhmähankkeena IPT-työryhmien allianssityöskentelyihin. Työn teoriaosuudessa tutkittiin julkiseen tilaajaan vaikuttavia hankintalainsäädäntöä ja sopimusoikeutta. Empiriaosuudessa muokattiin projektiallianssin tyyppipiirteitä soveltuvaksi korjausrakentamishankkeisiin ja tutkimuksen empiirinen testaus suoritettiin teoriapohjaa soveltaen kahdessa pilottiprojektissa.

Työn tuloksena syntyi julkiselle alalle sen ehdoin ja rajoituksin toteutettu rakennuttamisen toiminnan ja kilpailutuksen malli, uusi vaiheistusta hyödyntävä korjausrakentamisen ohjelma-allianssimalli. Mallissa luotiin edellytykset terveellisen, turvallisen ja toimivan rakennuksen sekä uuden opetussuunnitelman mukaisen oppimisympäristön toteuttamiseen perusparannuksen yhteydessä. Kehitetyllä mallilla saatiin etuja kilpailutuksen, suunnittelun ja toteutuksen läpimenoaikojen lyhentymisestä, kustannussäästöistä ja hukan vähentämistä toiminnan sujuvalla virtauksella. Lisäksi osapuolten yhteistyöskentelyllä näkökannat voitiin huomioida paremmin ja myös syntyneiden innovaatioiden määrä lisääntyi. Suomen ensimmäisen korjausrakentamisen ohjelma-allianssimallien pilotit etenevät seuraaviin osahankkeisiin. Laadunhallintatyökalujen piloteissa testattiin kolmea työkalua, joista kaksi otettiin organisaation käyttöön ja kolmannen kehitystyö jatkuu. Työn tavoitteen asettelu ja empiriaosuus olivat oikein kohdistettu, tutkimukset olivat korjausrakentamishankkeisiin pääosin oikein kohdistetut, tulokset toteutuivat pääosin suunnitellusti ja korjausrakentamisen ohjelma-allianssimalli hyödynnetään tilaajaorganisaation seuraavissa hankkeissa.

The aim was to develop the renovation concept in the Facility Management Centre of Oulu of school buildings. The goal was to development large schools multi-year refurbishment projects and construction, as at same time well as the acquisition and implementation of the embodiments.

The survey was conducted by the field of a construction management of buildings models of collaboration and development projects subject to public Procurement and Contract laws, principles of sustainable development, and the alliance project type features. At the same time participated in the Tekes's the Group of Repair and Development, and RAKLI's Group of the Integrated Project Deliveries, the Alliance working groups working on. In the theory part was examined the Public sectors projects, the law of subscriber acquisition and contracts. At the area of an empirical theory, has been modified the types and the features of the Project Alliance for to be suitable for the projects of repair construction, as well as, the empirical testing was carried out by applying the theoretical basics to the two projects of the repair construction.

This developmental work gave a result of a new model the Public Sector, the management model of the repair construction, and for a competitive bidding model, the new phasing using model for the repair construction, that utilizes an Alliance model. The new model of in the accordance gives the conditions of the implementations for the new learning environments - for healthy, for safe and for the functional school. By the new Model obtained advantages of the competitive bidding and of the designing and of execution shortening of turnaround times, cost savings, and the reduction of losses, and to ensure a smooth flow of operations. In addition, by the cooperation, can better taken into account in the views of stakeholders and as well as number of innovations increases. The first of Finland, the model of Program Alliance of the Repair Construction, projects are progressing at the following subprojects. Quality management tools were tested three tools, two of which will be at the use in own organization and of third ones development work continues.
